Libya is party to the 1949 Geneva Conventions and their two Additional Protocols and has ratified most of the major human rights treaties. Libya is not party to the main refugee conventions nor to most humanitarian law treaties on conventional weapons. It has, however, ratified the main counter-terrorism instruments.

Reservation:

On 5 July 1995, the Government of the Socialist People's Libyan Arab Republic notified the Secretary-General of the "new formulation of its reservation to the Convention, which replaces the formulation contained in the instrument of accession" which read as follows:

[Accession] is subject to the general reservation that such accession cannot conflict with the laws on personal status derived from the Islamic  Shariah .

Reservation :

The accession to the Protocol does not imply the recognition nor the establishment of any relations with Israel. The present Protocol is only binding on the Libyan Arab Republic in relation to the States parties to it and will cease to be binding on the Libyan Arab Republic in relation to those States whose forces and the forces of whose allies, do not respect the prohibitions the subject of this Protocol.
