TERMS OF REFERENCE FOR AN INTERNATIONAL LAW EXPERT ON USE OF FORCE AND JUSTICE


The Geneva Academy of International Humanitarian Law and Human Rights is seeking to recruit an international law expert with particular knowledge of the use of drones and robots (unarmed and armed) and the use of force by law enforcement officials to contribute to two important projects on the use of force that the Academy is conducting. This experienced individual will be responsible for, among other things, the following:
 

  1. contributing to Academy strategy papers;
  2. contributing to Academy Briefing papers on armed drones and robots and the use of force and the use of drones and robots in humanitarian operations;
  3. helping to organise a number of international experts meetings on drones and robots,
  4. contributing to Academy Briefing papers on the 1990 Basic Principles on the Use of Force and Firearms by Law Enforcement Officials,
  5. helping to organise a number of regional experts meetings on the use of force by law enforcement officials, consonant with the 1990 Basic Principles and international human rights law.

The post, which will be based at the Academy in Geneva, is for full-time work, initially for a period of 12 months from 1 August 2013 to 1 August 2014. This position could be renewed subject to the availability of funding. Exceptionally, two half-time positions could also be considered, one for the work on drones and robots and the second for the use of force by law enforcement officials.


WE SEEK:
The following are minimum requirements:
• An advanced degree in a relevant branch of international law (international humanitarian law or international human rights law),
• Experience in assessing the legality of the use of drones and/or robots either at national or international level,
• Detailed knowledge of international law governing the use of force and counterterrorism operations,
• Detailed understanding of the lawful use of force by law enforcement officials,
• At least seven years professional experience with a state, international organisation (governmental or non-governmental), and/or academic institution, and
• Excellent written and spoken English.
The following are highly desirable but not essential requirements:
• Knowledge of domestic criminal law in national jurisdictions, especially the United States of America, the United Kingdom, or other common law states,
• Experience in litigating on the alleged unlawful use of force,
• Knowledge of good policing practice,
• Excellent written and spoken French and/or Spanish, and
• Understanding of technical aspects of drones/robots.
The successful applicant will have to be already based in Geneva or ready to move here. No external consultancy will be considered for this position.
Only applications with valid working permit in Switzerland will be considered.

TERMS OF REFERENCE FOR EXPERT IN THE USE OF FORCE AND MANAGEMENT OF CROWDS AND DEMONSTRATIONS

 

The Geneva Academy of International Humanitarian Law and Human Rights is seeking an expert with particular knowledge of the lawful use of force in managing crowds and demonstrations to contribute to a new project the Academy is developing. This person will be responsible for drafting a background paper on the use of force and protests as well as the organisation of an experts meeting.

 

The post, which will be based at the Academy in Geneva, is for half-time work initially for a period of six months from 1 May (or as soon thereafter as possible) through 30 October 2013. This position could be renewed subject to the availability of funding.

 

WE SEEK:

 

The following are minimum requirements:

• A doctorate in international human rights law (exceptionally a doctorate in another relevant subject will be considered),

• Detailed knowledge of the use of force and management of protests and/or demonstrations,

• At least five years professional experience with an international organisation (governmental or non-governmental) or academic institution, and

• Excellent written and spoken English.

 

The following are highly desirable but not essential requirements:

• Excellent written and spoken French,

• Understanding of principles of good policing.

 

The applicants will have to be already based in Geneva or ready to move here. No external consultancy will be considered for this position.
